Silver Tempest came out on 11 November 2022 and it is the Lugia set. That is not a figure of speech: one card, the Lugia V #186, is worth 40% of everything in it, and the next card down is a third of its price.
We ran every card in the set through the DarkDex pricing engine and sorted by value. These are real single-card prices, Near Mint, the lowest available across sellers, updated on 7 September 2026.
In short. Lugia V #186 sits at 572.68 € and Rayquaza VMAX TG20 at 159.64 €, then it falls off a cliff: the third card in the set costs 40.52 €. The top three are 54% of the value. Completing everything costs 1,434.16 €, but without the top three it is 661. Prices as of 7 September 2026.

The Lugia V #186, or 40% of a set
The 572.68 € of the alternate art Lugia V is 39.9% of Silver Tempest: one card out of 245 that weighs as much as a hundred others put together.
It is an expensive card, not an unfindable one, and that is why the figure above is a price you can act on rather than a theoretical number.

The Trainer Gallery, a set inside the set
Silver Tempest contains thirty cards numbered TG, the Trainer Gallery, where the Pokémon appears alongside its trainer. Together they are worth 422.24 €, roughly a third of the whole set, and they take five of the top ten places.
The most expensive is the Rayquaza VMAX TG20 at 159.64 €, the only other card in the set above a hundred euro. From the third down the Gallery drops below 41 €.
What is the rarest card in Silver Tempest
There is no official answer, because pull rates are not published. If you mean the signature card, it is the Lugia V #186, no argument. If you mean the printing that closes the numbering, it is a V Guard Energy #215 at 1.68 €.
Three hundred and forty times between the first and the last. It is the quickest way to see that "rare" and "expensive" are two different words.
How many cards does Silver Tempest have
The set has 195 official cards, reaches 215 with the special printings and adds the 30 Trainer Gallery cards: 245 printings in all.
What it costs to complete Silver Tempest
Adding up the cheapest Near Mint copy of each of the 245 cards: 1,434.16 €. Almost all of it is at the top:
- take out the top three and the other 242 cards cost 661.32 €
- take out the top ten and 458.45 € is left for 235 cards
- the median card costs 11 cents, and 160 of 245 are under one euro
- the complete Trainer Gallery, on its own, costs 422.24 €
Which means the set is two separate purchases: the Lugia, and everything else.
In practice you spend more: shipping goes on top and the cards come from different sellers.

Silver Tempest is the cheapest of the big late-era sets to complete, and the reason is visible in the ranking: after the Lugia and the Rayquaza there is almost nothing. Ten cards above twenty euro against the forty of Evolving Skies means the middle of the set is genuinely cheap.
Inside the Trainer Gallery
Thirty cards worth 422 € does not mean thirty expensive cards. The Gallery has the same steep shape as the rest of the set: five cards above 20 €, and the rest between one and twenty. Half of it can be bought for a few euro a card, which makes it the part of Silver Tempest most worth completing on its own.
The three that carry it are the Rayquaza VMAX TG20 at 159.64 €, the Blaziken VMAX TG15 at 40.52 € and the Blaziken V TG14 at 35.52 €.
How concentrated Silver Tempest is next to other sets
The useful question is not what the top card costs, it is how much of the set that card is. We worked out the top card's share of the total for every set we measure, always on the same market and the same way.

Silver Tempest is fourth, and the interesting part is what sits above it: sets built around a single phenomenon card, not expensive sets. Evolving Skies has the most expensive card of all, the 2,780 € Moonbreon, yet it weighs less on its own set, because it has forty other cards above ten euro around it. Silver Tempest has twenty.
👉 In practice: the higher the share, the more the set is one card. When you buy a set shaped like this, the question is not what it costs to complete, it is whether you want that card.
Singles or sealed
Silver Tempest has been out of print for years, so the packs still circulating cost whatever the people holding them decide. Opening them to chase the #186 means going after one card in 245 at collector prices.
Singles let you read the price before you spend it. For completing the set, or for the Lugia itself, they cost less and are the only route with a predictable price.
