What is the rarest card in Perfect Order?
It depends what you mean, and here the two answers do not coincide.
If you mean the signature card, the one everybody calls the rarest in the set, it is Meowth ex Special Illustration Rare (#121): it is worth 138.63 € and it is the most expensive card in Perfect Order.
If you mean the hardest print to find, it is Mega Zygarde ex (#124), the only Gold Secret Rare in the set. It closes the numbering, the slot conventionally reserved for the prints that come out of packs least often, and it costs 125.63 €.
Pull rates are never published, so there is no official answer on which card is genuinely the rarest. The only measurable indicator is the price, which is where the few copies in circulation meet the people looking for them: and the price says Meowth ex #121 sits 13.00 € above the closing print.
Something happens here that does not happen elsewhere in the block: the rarest card is also the most expensive one. Perfect Order lacks the cover card that polarises everything. Mega Zygarde ex is the face of the set, but it does not pull like a Darkrai or a Charizard, and when no single illustration dominates, scarcity goes back to deciding the price.
Mega Zygarde ex appears three times, and the prices are nothing alike
